Idaho residents have been relying on a nonprofit mutual insurance company since 1939. This company, which is an independent licensee of the Blue Cross and Blue Shield Association, is currently the largest health insurer in Idaho, serving 3.9 million people here and another 1.3 million in neighboring states.

History of Blue Cross Idaho
1945
Blue Cross of Idaho can trace its roots to a luncheon meeting in 1945, when representatives from local hospitals, a Boise physician and two business executives met to incorporate Idaho Hospital Service.
1949
Idaho Hospital Service had been providing benefits for hospital care only. But in 1949, a subsidiary of the national Blue Cross Association began covering physician services in Idaho, and by the middle of the decade, Idaho Hospital Service had taken over the underwriting of physician benefits. In the 1960s, its benefits would expand to cover outpatient X-rays and laboratory tests, along with additional accident benefits and major medical programs.
1973
Idaho Hospital Service officially changed its name to Blue Cross of Idaho in 1973, and following a merger with Southern Idaho Medical Service in 1978, became Blue Cross of Idaho Health Service, Inc.
1990
In 1990, Blue Cross of Idaho introduced HMOBlue, its first managed care group product. Over the next decades, we expanded to offer additional products, including True Blue, an individual Medicare Plus Choice product. Meanwhile, HMOBlue would grow to become the state’s largest commercial managed care group product.
2010
With the passage of the Affordable Care Act (ACA), sometimes called Obamacare, in 2010, Blue Cross of Idaho doubled down on its commitment to provide affordable coverage to all Idahoans by offering ACA plans.
Today
Blue Cross of Idaho took strong steps to offer innovative solutions by launching its own pharmacy benefit manager, Blue Cross of Idaho Rx, to help control the cost of prescription drugs. Membership also reaches an all-time high with roughly 600,000 members.
Recent Changes with Blue Cross of Idaho
- In January 2023, changes were made to prescription drug plans. These changes help Blue Cross Blue Shield and Blue Care Network to continue to provide access to the medicine you need through a large nationwide pharmacy network while working to help make your prescriptions more affordable.

What Plans Does Blue Cross of Idaho Have?
BC of Idaho has 3 different types of ACA Plans: Bronze, Silver, and Gold Plans.
Bronze Plans
Bronze plans are the best option if you don’t use your health insurance often. They have the lowest monthly payments for people over 30, but you’ll pay full cost for many services before you pay your deductible.
Silver Plans
Silver plans can put good health care coverage within your budget. With much lower deductibles than bronze plans, you pay less up front for care. If you qualify for a subsidy, the value gets even better.
Gold Plans
Gold plans make your expenses more predictable. Your fixed monthly payments are higher than bronze or silver plans. But when you use your insurance, you’ll pay less out of pocket.
